Igor Bilous, Managing Partner at Flashpoint

In February 2022, Igor Bilous joined Flashpoint as a Managing Partner responsible for fundraising and exits.Igor started his career in Kiev-based M&A boutique. During 2000–2004 he was involved in privatization in telecoms and power generation and power distribution sectors. In 2005 he joined UBS investment bank where he structured and finalized multiple M&A, Equity Capital Markets (IPO & SPO) and Fixed-income transactions (Private placement, Eurobonds, Liability management). He was responsible for Investment Banking and Wealth Management activities of the Ukranian branch of UBS. In 2011 Igor joined “Renaissance Capital” as the Head of Investment Banking and was responsible for Ukraine and Central and Eastern Europe.

In March 2014, Igor Bilous was invited by the Ukrainian Government where he became the First Deputy Head of the Ministry of Revenues and Duties and the Head of the State Fiscal Service of Ukraine. Later, in 2015 -2017 Igor Bilous served as the Head of the State Property Fund of Ukraine where he launched a transparent privatization, introduced e-auctions and Dutch actions to facilitate sale of illiquid assets. Developed the way to streamline privatization in the future via a new privatization law which was adopted by the parliament in late 2017.

Igor Bilous received a Bachelor’s degree in International Finance and Accounting from the University of Northumbria at Newcastle, UK in 1999 and Master’s degree in International Economics from the Kiev National University of Economics, Ukraine in 2000. Fluent in Ukrainian, Russian and English.
